Stanger is a few kilometres away and is not part of it. That distinction gets glossed over constantly, including by people writing about plumbing, and it produces advice that is confidently wrong for anybody living here.
The arrangement on the coast is genuinely unusual. Since 1999, water and wastewater services for Ballito, Salt Rock, Shakaskraal, Tinley Manor, Shaka's Head and Etete have been delivered by Siza Water under a thirty year concession contracted to the iLembe District Municipality. It is one of very few such arrangements in the country. Stanger, which is KwaDukuza town proper, sits outside that concession area and its water services run through the municipal structure instead.
The first consequence is practical and immediate: when supply fails, the number your neighbour in Ballito would call is not your number. Outage notices, fault reporting and account queries go to a different organisation entirely. Being told to contact the concession when you are not a concession customer wastes a call at the exact moment you can least spare one, and that is a mistake it is very easy to make from reading general advice about the area.
The second consequence is about reasoning rather than phone numbers. The leak argument that runs through much of this site rests on a specific published figure: losses of 15 to 20 percent on the coastal network against a national average of 47. That figure belongs to that network. It is not a claim we can honestly make about supply here, so we do not make it, and we would rather say so plainly than quietly let an argument travel somewhere it does not belong.
What does transfer, entirely, is the meter test. Every tap closed, no toilet filling, two minutes watching the dial. A turning meter with nothing running means water leaving on your side of the connection, and that is true in Stanger exactly as it is on the coast, because it depends on your own pipework rather than on anybody's network statistics.

Stanger is further out than the coastal stretch we work across daily, so where travel applies you are told the amount before the booking is confirmed rather than discovering it on the invoice. That is the whole of our position on it: not that travel never applies, but that you will never be surprised by it. If the job is large enough that the travel becomes marginal, we will say so, and if it is a job better given to somebody closer we will say that too.
It does not, and that distinction is worth more to you than anything else written here. The private Siza Water concession covers Ballito, Salt Rock, Shakaskraal, Tinley Manor, Shaka's Head and Etete. Stanger, as KwaDukuza town itself, sits outside it and its water services come through the municipal structure. So when supply fails here, the number to call is not the one a Ballito neighbour would use, and advice written for the coast does not transfer.
Your pipework behaves the same way wherever you are. What changes is the reasoning about where a problem sits. On the coastal concession, network losses of 15 to 20 percent mean an unexplained bill points firmly at the property. That specific inference is not available here, because it rests on a figure published for that network rather than this one. The meter test still works perfectly well, and it is still the first thing to do.
Close every tap in the house, check that no toilet is filling, then watch the meter at your boundary for two minutes. Any movement while nothing is drawing water means something beyond that connection is discharging, and beyond the connection is your side of the line. A dial that stays put while the bill climbs points at consumption or at the account itself, and neither of those is fixed with a spanner.
